This would become a sort of public relations agency for the U.S. government in the world, but in reality it is a propaganda machine that knows how to expertly administer and channel funds destined to subvert legitimately elected governments, to disqualify democratic and progressive forces and to finance reactionary forces. In addition to this, it stands at the front line of programmes that wage the United States’ psychological warfare.

The analysis called Radio anti-Cuban propaganda as an instrument for activities and operations carried out by the Central Intelligence Agency of the United States – 1960-1980 which can be consulted in this encyclopaedia offers detailed information about the role played by the U.S. in the terrorist war waged by various U.S. administrations against Cuba.

The document called A strategy for Latin America in the 1990’s, better known as the Santa Fe II Document, points out the very efficient use of the “consciousness industry.” One of the proposals stated in this document, points to the budgetary strengthening of the United States Information Agency (USIA) and the Public Diplomacy Office as a matter of maximum priority. The type of project receiving these funds was made explicit in: “The USIA is our agency to wage a cultural war.”

One example: The funding scheme authorized by NED for opposition groups in Venezuela in 2002 –the year of the coup- was called The Democraticization of Semi-Authoritarian Countries. A total of $2,103,200 was routed there through the USIA.
