Operations, plans and programs

Terrorist strategies, operations and plans aim at individual victims or groups. These actions are carried out by governmental and non-governmental groups, as well as by secret or irregular units, generally organized by the United States to attack objectives inside or beyond the U.S. frontiers. Although apparently these operations have a military nature, its real purpose is frightening certain communities.
