A terrorist organization headed by Orlando Bosch Avila, so named to evade the controls of the U.S. authorities. As such, it would no longer be the Insurrectional Movement of Revolutionary Recovery (Movimiento Insurreccional de Recuperacion Revolucionaria MIRR) nor Cuban Power (Poder Cubano), but Cuban Action (Accion Cubana) that could, from then on, carry out its actions with the same terrorists under its command, with the opportunity of acting with impunity and the tolerance of the authorities. It was created in 1974 and operated in Latin America in close association with the military regimes in power in Chile and Argentina during those years.
