F-4 commandos

Infiltration commandos, set up with the objective of penetrating the Cuban coasts. It was founded in 1994, after their main leader, Rodolfo Frometa Caballero, decided to separate from Alpha-66 . It has been one of the most aggressive anti-Cuban terrorist organizations inside the United States.

Frometa Caballero was detained by the Federal Bureau of Investigations (FBI) when he was getting ready to buy four anti-aircraft “Stinger” rockets and other weapons.

He was arraigned and subsequently sent for trial, receiving a 41 month prison sentence, and then granted conditional parole, a stage during which he kept involved in the terrorist plans of the F-4 Commandos against our country, without having been stopped by the U.S. authorities so far.

It is important to highlight the fact that the F-4 Commandos is one of the most aggressive terrorist organizations within the Miami terrorist Mafia.

Recent Activities


Since the beginning of 2000, a commando belonging to the F-4 organization has trained for future terrorist plans to be implemented throughout our coasts, which have been delayed basically because of the lack of finance.

This terrorist organization, like many other ones, maintains its aggressive plans against our nation, under the tolerance of the U.S. authorities.

The self proclaimed “Commander in Chief” of the F-4 Commandos,Frometa Caballero, lied to a Miami court in March 2001, when he cynically said that he did not backed violent actions in Cuba.

It was only necessary to access the Web site of that organization on the Internet, to see that they shamelessly announced the supposed burning of two vehicles in Cuba on December 28 last, that took place at the hands of “clandestine cells” of the F-4 Commandos, and they even show photos of the two vehicles

This is part of a propaganda maneuver that is aimed at collecting money in Miami, because immediately on page 2 of the site, there is an announcement for a financial aid certificate that says:

"For buying these certificates valued at 5,10,20,50 or 100 Dollars please write to us, or call to the offices of Commandos F-4, telephone (305)6527790 signed F-4 Commandos, 1414 W Flager, Miami, Fla, 33135".


Main Ringleaders


  • Ramon Leocadio Bonachea, long time terrorist , ex member of Alpha-66 and of the self styled “ Party of the People”(Partido del Pueblo).
  • Jose Ros
  • Ihosvani Suris, who was detained by the Cuban authorities during an infiltration attempt that took place in Villa Clara province in April 2001.


According to different sources of information that the Cuban Center for Historical Research has had access to, Commandos F-4 has increased its membership by recruitments made by Frometa Cabellero among young Cuban rafters arriving in the United States in the 1994 wave. Among them was Ernesto Rio Seco and Lazaro Guerrero, and others that had migrated to the US in the nineteen eighties like David Ricardo de Jesus and Freddy Garcia.


Infiltration Team

The so called “infiltration team” of the F-4 Commandos is formed by the following terrorists:

  • David Ricardo de Jesus "Comandante David," is the chief of military operations of that terrorist organization. He has kept close ties with Ihosvany Suris who infiltrated into Cuba in April of 2001, also holding the position of “Commando Chief."
  • Rafael Torres Mena (Commando Chief), a well known terrorist that belonged to the United Liberation Commandos, and that took part in subversive against Cuba that took place in 1996 using the “Liberty II” vessel. He was involved in plans to attempt against the life of Cuban leaders in 1998, having received training at a military camp of this organization located in U.S. territory.


Commandos recently trained to infiltrate through the Cuban coasts

  • Nelson Campos
  • Joaquin Tamayo
  • Felipe Martinez
  • Jorge Diaz
  • Rafael Torres Mena. He was involved, according to those arrested during the course of the April 25, 2001 infiltration attempt, in the terrorist plans of Santiago Alvarez. He was an important link with Luis Posada Carriles during his detention in a prison in Panama; he transported to Cuba the terrorist commando that infiltrated into Villa Clara province in April 2001, and later talked on the telephone with the chief of that group that gave him instructions to launch a terrorist action against the Tropicana cabaret.


Other Members

  • Miguel Rodriguez Heredia, known as “Commander Heredia” is other of the F-4 Commandos member that moves around Miami City with absolute liberty. He lives in the Dominican Republic, is fully trained in the use of weapons and in the navigation of high speed assault boats.
  • Rodolfo Miro acts as the chief of communications and always carries a gun with him.


Members of the organization at the grassroots level

Arrested in June of 1999 by Cuban authorities when he was attempting to illegally transport several persons to the United States of America by sea, in exchange for huge sums of money. He was taken to court and sentenced to a 20 years in prisson term.
