Born in Cuba. Known for his fascist ideas. Member of several terrorist groups including the Cuban Nationalist Movement and the Coordinator of United Revolutionary Organizations (CORU), created by confessed terrorist Orlando Bosch Avila. He participated during the 1970s in the CIA supervised Condor Operation, under the direction of Chile’s secret police force (DINA). In the 1980s, he tried to assassinate the foreign minister of Nicaragua, Father Miguel D'Escoto. In 1989, Novo became the bodyguard of Jorge Mas Canosa, founder and maximum leader of the CANF. He has taken part in the planning of assassination attempts against Cuban President Fidel Castro. He was prisoner in Panama for his participation in the 2000 planning of an assassination attempt against Fidel Castro—along with Posada Carriles, known mastermind of the 1976 Cubana de Aviacion bombing—to have taken place during the Tenth Ibero-American Summit held in Panama.
