He was born in the U.S. Advisor to President Kennedy on National Security matters. He was a member of the executive group involved in the decision-making process during the October Missile Crisis. He drafted the so called "Multiple Ways" program, a subversive proposal that defined the policy of the Kennedy administration towards Cuba in 1963.
